Is it true that working with IR (infrared) LEDs is very tough and 90% of the time they dont work?

Is it true that working with IR (infrared) LEDs is very tough and 90% of the time they dont work the desired way? I m making a IR remote control jammer and since this is my first circuit ever, i'ld b highly grateful if any1 of u will answer this question!
