What else were they going to spend the Millennium Dome money on?

As the millennium approached a sum of money was ear marked as a gift for London. This money was spent on creating the Millennium Dome!! Not much of a gift in my opinion! I have heard a rumour that one idea was to put a cap on top of all the street lights in London, directing all the light down to the ground where it is needed. This would have cut down the ambient light dramatically and allowed Londoners to see the stars at night! Does anyone have any knowledge of this or know of any reports as I would like to start a campaign to get it done!!!
