Can I sue for Harment?

My just a curious son, and my mother is the one with the real problem here. Her neighbor is constantly sending her texts messages to turn up the heat. I research this and my mom keep the heat at temperatures that are fair and legal so she doesn't need to turn up the heat anymore. My mom is getting really stressed out and she wastes a lot of extra money when she raises the heat to appease her neighbor.
