1994 honda engine skipping?

i have a 1994 honda civic ex with a 1.6L engine. I have changed the plugs, the rotor on, the rotor cap, and the plug wires and the engine is skipping all the time. I don't think it is the air filter because i took the air intake loose from the breather box and still had the skipping problem. Any ideas???
